It is understood that as early as 2013, the State Council issued the "Opinions on Accelerating the Development of Energy Conservation and Environmental Protection Industries", which clearly stated that the energy conservation and environmental protection industry should "carry out ecological civilization pilot testing" and "form a comprehensive capacity for energy conservation, emission reduction, and ecological civilization". In 2014, the State Council issued the National Strategic Emerging Industry Development Plan, which listed energy conservation and environmental protection as the top seven strategic emerging industries. Subsequently, the Ministry of Industry and Information Technology issued the Guiding Opinions on Accelerating the Development of Environmental Protection Equipment Manufacturing Industry, which further proposed the development concept of innovation, coordination, green, openness, and sharing, implementing the deployment of the Party Central Committee and the State Council on ecological civilization construction, comprehensively enhancing the effective supply of advanced environmental protection equipment, and providing strong support for green development.
"In recent years, the Ministry of Industry and Information Technology has focused on the high-quality development of the environmental protection equipment manufacturing industry, accelerated technological innovation and application, actively cultivated backbone advantageous enterprises, increased policy support, and effectively promoted the green and low-carbon transformation of the industrial economy." Accelerate technological innovation and application. Regularly release the Catalogue of Major Environmental Protection Technology Equipment Encouraged by the State for Development, and select and release a batch of major environmental protection technology equipment. Actively cultivate backbone advantageous enterprises. Implement standardized conditions for the environmental protection equipment manufacturing industry around four key areas, and guide production factors to gather in advantageous enterprises. Increase policy support. Utilize green manufacturing projects and green industry finance platforms to promote enterprises to carry out green environmental protection technology transformation. The implementation of the first insurance compensation policy has supported the promotion and application of a number of advanced environmental protection products and equipment.
"It is precisely under the dual promotion of this series of policy support and the market that the environmental protection equipment manufacturing industry has maintained an average annual growth rate of over 15%, significantly improved manufacturing capacity and level, and has become an indispensable force in promoting ecological civilization construction. Currently, there are about 13000 registered environmental protection equipment manufacturing enterprises in China, with about 2 million employees and a total output value of 960 billion yuan. Among the 169 sub sectors of the mechanical industry, the total output value ranks 12th." Wang Yining said.
Wang Yining stated that since the 13th Five Year Plan, state-owned capital represented by central enterprises has entered the environmental protection equipment manufacturing industry on a large scale, and the concentration of the industry has rapidly increased. At present, out of 96 state-owned enterprises under the State owned Assets Supervision and Administration Commission of the State Council, 47 have entered the environmental protection industry. Compared to the 12th Five Year Plan, it has increased by more than 40. The proportion of output value of large enterprises to the total industry output value has approached 50%. The concentration of industries has further increased. At the same time, a group of green manufacturing, standardized enterprises, and specialized and innovative enterprises have emerged. As of August 2023, there are a total of 28 green manufacturing enterprises, 327 standardized enterprises, 167 supporting units in the Catalogue of Major Environmental Protection Equipment Encouraged by the State for Development, 32 individual champions, and 396 specialized, refined, and new small giant enterprises in environmental protection equipment. A preliminary industrial pattern has been formed, guided by national key areas and major demands, with large state-owned enterprises as the core and advantageous small and medium-sized private enterprises as clusters.
